May I know which local network are you connected to? I realize that switching to a different carrier manually did not work for you. Is there a way you can test your SIM in another device? Just to identify if this is a device issue or a network one.

That even while roaming is OFF on the device.. Roam Like Home, is a billing based feature not an actual feature for every instance of calls or event. Only once was it my actual number but the other 2 times it was completely random. You call a Canadian Number (who's in the U.S.) N Y - as it doesn't matter where they are in the world, you have called their phone number which is a Canadian number.
